Title III Part A
Language Instruction for Limited Proficient and Immigrant Students
Title III, a new program within the Elementary and Secondary
Education Act of 1965 was authorized in December 2001 under the No Child Left
Behind (NCLB). The program focuses on
attaining English language proficiency;
meeting the same levels of attainment in academic core areas as other
students; developing high quality language instruction programs from
scientifically – based research; developing and enhancing SEA and LEA capacity
to serve English Language Learners/Limited English Proficient students
(ELL/LEP); parental and community
participation; SEA and LEA accountability; and high quality professional
development for all staff. Title III
Part A provides formula based funding for identified ELL/LEP students. The program also provides funding for
immigrant students through the NCLB Title III immigrant Funding Application.

A planning committee comprised by district administrators,
ESL instructors and parents determine how the district will best utilize Title
III funds in supporting the needs of district ELL/LEP students.
